Harbor matches on verified expertise, language, modality, quality history, and capacity. There is no public marketplace feed. High-demand domains may wait. Niche domains may invite quickly. Harbor’s recruitment engine shortlists specialists and verifies skills; it is not “open apply to every eval.”

Invitations describe scope, estimated effort, compensation structure, and confidentiality. You may decline without penalty. Do not subcontract unless the programme explicitly permits it.

Voice and identity vetting

Some programmes require voice or live vetting on top of documents. Complete it in the expert portal. Duplicate accounts to skip a fail are a permanent ban.
